Wen Jiabao Meets with Government Leaders at the Meeting of Member States of the Shanghai Cooperation Organization

Premier Wen Jiabao of the State Council met with Kazakh Prime Minister Akhmetov, Kyrgyz Prime Minister Kulov, Pakistani Prime Minister Aziz, Mongolian Prime Minister Elbegdorj and Iranian First Vice President Daoudi respectively at the fourth Prime Ministers' Meeting of Members States of the Shanghai Cooperation Organization in Moscow

From October 26 to 27, 2005, Premier Wen Jiabao of the State Council met with Kazakh Prime Minister Akhmetov, Kyrgyz Prime Minister Kulov, Pakistani Prime Minister Aziz, Mongolian Prime Minister Elbegdorj and Iranian First Vice President Daoudi respectively at the fourth Prime Ministers' Meeting of Members States of the Shanghai Cooperation Organization (SCO) in Moscow.

When meeting with Akhmetov, Wen noted that this year the two heads of state defined China-Kazakhstan relations as strategic partnership and the bilateral cooperation in all fields has made major achievements. The bilateral economic and trade cooperation enjoys a strong growth momentum while energy cooperation has made remarkable headways. The construction of the crude pipeline linking China and Kazakhstan is well underway and the project will be completed and put into operation by the end of this year. All these achievements mark a new stage of bilateral pragmatic cooperation. He expressed hope that both sides take a long-term perspective to keep expanding and deepening cooperation so as to benefit the two peoples. Akhmetov said that Kazakhstan-China political relations remain sound and economic and trade cooperation develops rapidly. It is the common aspiration of the two countries to strengthen cooperation in the fields of economy, trade and energy. Kazakhstan will join hands with China to faithfully implement various agreements reached between the two sides. The two heads of government expressed support for China National Petroleum Corporation and KazMunaiGaz in reinforcing energy cooperation.

When meeting with Kulov, Wen said that the domestic situation of Kyrgyzstan turns increasingly stable and social life gradually steps on the right path, which is of great importance to peace and stability in the entire central Asia and about which we feel gladness. Since the beginning of this year China-Kyrgyzstan relations continue developing steadily and the good-neighborly and friendly cooperation agreement and the 10-year cooperation program signed between the two countries are being implemented. The Kyrgyz leaders and government stress on many occasions that Kyrgyzstan takes China as the priority of its diplomatic efforts, honors its commitments to China on the Taiwan and Tibet questions and will never allow any third country or the "East Turkistan" forces to use the Kyrgyz territory to engage in activities undermining the interest of China, which China highly appreciates. China will also, as always, resolutely support Kyrgyzstan's efforts to maintain independence and sovereignty, promote domestic stability and develop national economy. The economic and trade cooperation between China and Kyrgyzstan enjoys great potential and both sides should give full play to the role of China-Kyrgyzstan Mixed Committee on Economic and Trade Cooperation to enhance bilateral economic and trade cooperation. Kulov noted that the Kyrgyz government and people thank the Chinese government and people for their support and assistance to Kyrgyzstan over years. There exists no political obstacle to the development of bilateral relations. The new Kyrgyz government and leaders will consistently handle bilateral relations according to various agreements signed and consensuses reached between the two countries. Kyrgyzstan will continue cooperating with China in combating the three forces threatening security and stability of both countries.

During meeting with Aziz, Wen extended condolence to him on the major losses of life and property caused by the earthquake hitting Pakistan. He noted that the Chinese and Pakistani people share brotherly love and immediately after the earthquake we offered assistance to Pakistan. The US$6.2 million of emergent relief fund and materials which have been announced are all put in place. To help the Pakistani disaster-hit people out of difficulties, China decides to provide another US$13.8 million of gratuitous assistance including cash transfer and materials to Pakistan. We will send more medical team and reconstruction evaluation group to Pakistan as soon as possible to work with the country in determining reconstruction projects. Meanwhile, if required by Pakistan, we are also willing to help it build the seismograph network and provide information and technological support for it in earthquake forecast and disaster assessment. Wen pointed out that the Treaty on China-Pakistan Good-Neighborly and Friendly Cooperation has been ratified by the legislative body of both countries and will go into effect soon. Related government agencies of the two countries should carefully implement the Treaty. Aziz briefed Wen about the earthquake disaster and on behalf of the Pakistani government and people expressed gratitude for the valuable assistance offered by China. He said that A friend in need is a friend indeed. The Pakistan-China friendship is the source of power for the Pakistani people and we are encouraged by the support and assistance of China. Pakistan hopes to see constant consolidation and progress of Pakistan-China relations and deeply believes that the bilateral strategic partnership will stand the test of time.

When meeting with Elbegdorj, Wen said that China-Mongolia relations have witnessed new progress this year with frequent bilateral high-level exchanges, deepening bilateral economic and trade cooperation with focus on resource development and infrastructure construction and increasingly dynamic exchanges and cooperation in the fields of education and culture. China attaches great importance to the relations with Mongolia and expects to work with Mongolia to push forward the good-neighborly friendship, expand and reinforce the mutually-beneficial cooperation and raise the China-Mongolia good-neighborly partnership with mutual trust to a new level. Elbegdorj noted that China is a friendly neighbor of Mongolia and to develop relations with China is the priority of Mongolia's diplomatic efforts. Mongolia is satisfied with the development of bilateral relations and hopes both sides can broaden cooperation in such fields as resource development, transportation, economy and technologies.

During meeting with Daoudi, Wen said that China-Iran political relations advance steadily and economic and trade cooperation enjoys fruitful results. We are willing to continue enhancing the bilateral exchanges and cooperation at all levels and in various fields and strengthening communications and coordination on major regional and international issues. Talking about the Iranian nuclear issue, Wen noted that China proposes solving the issue by dialogue and consultations through diplomatic means within the framework of the International Atomic Energy Agency and hopes the negotiation between Iran and the EU can resume as soon as possible in a bid to solving the issue at the earliest date possible. Daoudi said that Iran values its friendship and cooperation with China and expects to see constant progress of bilateral cooperation. He noted that Iran is committed to peaceful use of nuclear power.

During the meeting between Wen Jiabao and Indian Foreign Minister Singh, both leaders expressed gladness about the sound momentum of China-India relations, pointing out that the three meetings between the special representatives on border issue have made positive progress and the consensuses reached by both sides are being implemented comprehensively. Wen said that the present level of China-India relations is hard-won and deserves to be cherished. China and India are good neighbors and friends and to build the strategic partnership oriented towards peace and prosperity is of great significance to the two peoples and the world at large. Singh noted that India will be committed to constantly expanding and deepening the bilateral all-dimensional friendly cooperation.
